All's Well That Ends Well

Is it? Is it all well if it ends well? The notion that comes to mind when thinking about the title of this play is that of Nicolo Machiavelli that the ends justify the means.
Example: America has problems with overpopulation. America goes to war and a lot of Americans die. The overpopulation problem is fixed, which is a good thing. Does this mean that war is a good thing? Does this mean that the human race should use war as population control?
